Parliament has granted leave to introduce a private member’s bill, the national graduate service bill, 2016. The motion was moved by Hon. Waira Kiwalabye Majegere, MP Bunya East and was seconded by Hon. Mwine Mpaka, Youth MP Western Region and Hon. Bagoole John, MP Luuka County.

The object of the bill is to establish a National Graduate service scheme, establish a secretariat responsible for the governance of the scheme and to provide a mechanism through which social welfare and responsibility can be imparted in Ugandan youth.

In his submission, Hon. Majegere noted that it has been recognized internationally that National Youth Service programmes are intentionally geared towards supporting young people to access employment or self‐employment opportunities and to help mainstream young people into the economy and  development;

MPs think that introduction of the National graduate scheme will go a long way towards solving the youth unemployment problem as well as building capacity of young Ugandans.

The National Graduate Service bill will soon be drafted and tabled for the first reading.
