Uganda Law Society submits its amendments to the committee

The Uganda Law Society has proposed an amendment to the age limit and qualifications for those intending to become Members of Parliament.  Currently the law allows any person of 18 years and above with a minimum qualification of senior six to contest for position of Member of Parliament. But while appearing before the Parliamentary Committee on Legal and Constitutional Affairs, the Lawyers under their umbrella body proposed that the age limit be raised to 25 years and above while the minimum qualification is a Bachelors degree. The Law Society is also proposing that the army representatives should be removed from Parliament. The Society goes ahead to propose that the speaker should be appointed by the Parliamentary Commission and should not be an active politician. But Hon. Baka Stephen Mugabi a member of the committee expressed concern saying such an amendment will not allow MPs to elect a Speaker of their choice. The lawyers also have a proposal that clear mechanisms be put in place on creation of new constituencies. The Law Society further suggests that the size of Parliament be reduced starting with removal of Female Representatives. They argue that women can now compete favorably adding that women MPs should be elected the way Youth MPs are voted. They say that removing Women MPs will deal with all forms of marginalization of women. But Hon. Connie Galwango says that reduction of the size of Parliament should not be at the expense of women. They further suggest that the three arms of government should operate independently and MPs who are appointed ministers should resign their positions as MPs. The Parliamentary Committee on Legal and Constitutional Affairs is meeting different groups to share their views on the proposed constitutional amendment Bill.
