Youth demand for preferential treatment in Public Procurement

Uganda has one of the biggest population of youth in the world with 78% of its population below 30 years. This demographic number presents unemployment challenge to Uganda.

In an effort to minimize and avert this situation, UPFYA in its endeavor together with youth actors and leaders recognize the contribution that youth in public procurement could make in reducing unemployment, creating jobs and improving their livelihoods.

UPFYA developed a working paper on youth in public procurement to ensure that the government provides preferential scheme and ring fence 40% of public procurement contracts to the youth.  Currently, UPFYA is engaging a number of MDAs to ensure that these issues are incorporated in their planning process. The MDAs so far reached out include OPM, KCCA, PPDA, Ministry of Finance as well as Ministry of Local government.
